Committees & Commissions

Reappointments are typically in April of each year, but vacancies may occur between expiration of terms. Following is a brief description of some of our committees and commissions.

Public Works & Parks Committee (Standing)
I. How Constituted and Terms
There shall be a committee known as the Public Works & Parks Committee to consist of three (3) village board members. Appointment to the committee is done by the Village President, and approved by the Village Board prior to the first day of May, for one year.
II. Organization
The chairman for the committee will also be named by the Village President with approval of the Village Board. Other officers as deemed necessary by the committee shall be appointed by the committee.
III. Rules
The committee will be governed under the Wisconsin Open Meeting Law requirements. Notices of meetings will be posted at least 24 hours prior to the meeting time. The village trustees may make any other rules as they deem necessary for the government of the committee and the manner in which business of the committee shall be conducted.
IV. Quorum, Record, Report
A majority of the committee shall constitute a quorum for conducting committee business. The committee shall keep a record of all proceedings, which shall be open at all reasonable times to the inspection of any elector of the village, and shall make a report to the village board at it's regularly scheduled monthly meeting.
V. Duties and Powers
A. The committee may require any village representative, trustee, contractor, consultant or employee to confer with it and supply information in connection with matters ending before it.
B. The Director of Public Works manages the department. The Director shall work with the committee in budgeting, priorities of projects, priorities of construction, priorities of equipment needs and maintenance, long term plans for needs of the village, schooling and training, village sponsored professional organizations and sale of surplus equipment.
C. The committee shall review plans with the developer and village engineer for new additions to the village utilities, as to the placement, capacity, needs, and quality, as well as inspection during construction and final inspection. The committee shall make recommendations to the Board regarding infrastructure for new additions and plats.
D. Garbage pickup, recycling program, compost material, and white goods shall be under this committee. The Public Works Director, with oversight from the Administrator/Clerk/Treasurer, shall submit to the Committee for review a yearly budget for all these programs and will negotiate details with contractors as to hours, pickup, hauling, and costs and make their recommendation to the board. The Administrator/Clerk/Treasurer is responsible for obtaining contract proposals for such services.
E. The committee shall work within the yearly budgeted amounts.
F. Emergency repairs to public works facilities or equipment shall be handled by Public Works Director.
G. The Public Works Director, with oversight from the Administrator/Clerk/Treasurer, shall submit a yearly budget for Committee review. The budget shall encompass parks, public works/streets, cemetery, water and sewer utility functions. After Committee review, the director will present the revised budget to the Village Board for approval.
H. The Public Works Director shall verify all billings from vendors before approving for payment. Once an item has been included in an approved budget as a line item, it is not necessary for the purchase to be approved by the Village Board again. Proper procedures for obtaining estimates must be followed. The Department head will notify the Administrator/Clerk/Treasurer when the purchase is being made and the Administrator/Clerk/Treasurer will notify Village Board if the purchase would exceed the budget or if public bidding procedures are required.
I. All invoices and payroll will be approved and submitted to the Village Administrator/Clerk/Treasurer by a time designated by the Administrator/Clerk/Treasurer.
J. The Belleville water department is under the jurisdiction of the DPW and is managed by the Public Works Director.
1) The Public Works Director, with the committee's approval, will maintain up to date water main distribution map with contingency plans for water main break, tower overflow, and lateral breaks.
2) The Public Works Director, with the committee's input, will create and update long range replacement plans for equipment, watermains, laterals and other water department needs including federal, state, local and PSC and DNR requirements.
K. The Belleville sanitary sewer and wastewater plant is under the jurisdiction of the DPW and is managed by Public Works Director.
1) The Public Works Director, with the input of the committee, will maintain the sewer system including up to date sewer system map and a contingency plan for sewer backups including backups in homes.
2) The Public Works Director, with the input of the committee, will prepare and update long range plans for wastewater plant, sewer mains, manholes, laterals, DNR requirements, and permits.
L. The Belleville Cemetery is under the jurisdiction of the DPW and is managed by a DPW Operator 3 under the supervision of the Public Works Director.
1) The Public Works Department is responsible for:
a) Preparing grave sites
b) Mowing and trimming
c) Maintenance of cemetery equipment
d) Selling and showing lots
e) General upkeep of the cemetery
M. The Village Parks are under the jurisdiction of the DPW and is managed by Public Works Director.
VII. The Public Works Director will manage the grounds and maintenance of the parks and Lake Belle View, to include all roads, buildings, lights, and equipment, with Committee and Administrator/Clerk/Treasurer oversight.
1) Unusual Use of Parks – In the event that a group or an individual desires to use a public park for a purpose other than which has been the historic use in the community (including Community Picnic…); requests exclusive use of the park; requests a liquor license; and/or presents crowd or safety concerns, the committee shall recommend to the Village Board as to the disposition of the request.
2) The Public Works Director will manage the scheduling of activities for baseball, softball, horseshoe, annual picnics, tennis tournaments, ice skating and any other organized activities.
3) The Administrator/Clerk/Treasurer, with assistance from the Public Works Director, will make arrangements for the sled hill each year by securing the lease and signing.
4) Use of Buildings – The Committee shall develop a building use policy in accordance with Village Policy as dictated by village ordinances and past procedures. The actual utilization of the building by groups or individuals will be determined by the Village Administrator/Clerk/Treasurer along with the Public Works Director.
N. Restoring and Maintaining Buildings – The Committee shall conduct an annual review of the needs of the buildings in regard to maintenance and/or restoration. The results of the review shall be transmitted to the Village Board in the form of recommendations.
O. The Public Works Director shall have the authority to seek estimates for repair and maintenance of said buildings, and submit the estimates in accordance with it’s annually approved budget. It shall also include budget items for the normal operation of the buildings.
P. Review proposed amendments to the Public Works Director’s Department Job Descriptions, as submitted by the Administrator/Clerk/Treasurer.
VI. Chairperson Duties and Powers
a. Committee Chair is responsible to set the dates of meetings and draft agendas. The meeting agenda should e-mailed to the Clerk’s Office by Wednesday, the week prior to the meeting. Email all Agendas to info@villageofbelleville.com.
b. Committee Chair is responsible to type meeting Minutes. Minutes should be e-mailed to Clerk’s Office by the Wednesday before the Board Meeting to be included in the Board packet.
c. Committee Chair is responsible to inform the Administrator/Clerk/Treasurer of any Committee recommendations needing Village Board approval so that the items are on the Village Board Agenda.
d. Committee Chair will initial all Department bills after they are approved by the Public Works Director.VII. Personnel Oversight
A. Administrator/Clerk/Treasurer and Committee Chair, with input from the Committee, are responsible for completion of an annual evaluation of the Public Works Director, with file copies to the Committee. Department heads are responsible for evaluation of departmental employees.
B. Administrator/Clerk/Treasurer is responsible for employee grievance resolution when the grievance is against the Public Works Director as stated in the Policy Manual. If not resolved, the matter will be referred to the Public Works Committee for recommendation to the Village Board.
C. Administrator/Clerk/Treasurer works in concurrence with Public Works Director regarding employee disciplinary actions as stated in the Policy Manual. Disciplinary problems of departmental employees will be handled by the Department head, with the advice of the Administrator/Clerk/Treasurer. If not settled, the matter will be referred to the Public Works Committee for recommendation to the Village Board as appropriate.
D. Administrator/Clerk/Treasurer may impose oral or written warnings or reprimands on the Public Works Director as stated in the Policy Manual.
VII. Records of the Public Works CommitteeThe committee shall keep on file with the village Administrator/Clerk/Treasurer a record of its proceedings.

Finance and Personnel (Standing)
Duties and Responsibilities of the Belleville Finance and Personnel Committee
I. How Constituted and Terms
There shall be a Committee known as the Finance and Personnel Committee to consist of three (3) Village Board members. Appointment to the Committee is done by the Village President, and approved by the Village Board prior to the first day of May, and terms shall be for one year. The Village Clerk/Treasurer, Public Works Director, Police Chief, Librarian, Attorney, Auditor, Assessor and Building Inspector/Zoning Administrator are non voting ad hoc members of the Finance and Personnel Committee.
II. Organization
The Chairman for the Committee will also be named by the Village President with approval of the Village Board. Other officers as deemed necessary by the Committee shall be appointed by the Committee.
III. Rules
The Committee will be governed under the Wisconsin Open Meeting Law requirements. Notices of meetings will be posted at least 48 hours prior to the meeting time. The Village Trustees may make any other rules as they deem necessary for the government of the Committee and the manner in which business of the Committee shall be conducted.
IV. Quorum, Record, Report
A majority of the Committee shall constitute a quorum for conducting Committee business. The Committee shall keep a record of all proceedings, which shall be open at all reasonable times to the inspection of any elector of the Village, and shall make a report to the Village Board at it's regularly scheduled meeting.
V. Committee Duties and Powers
A. The Committee may require any village representative, trustee, contractor, consultant or employee to confer with it and supply information in connection with matters pending before it.
B. Develop a Budget Calendar with the Administrator/Clerk/Treasurer each fiscal year by August 1st.
C. Submit an itemized budget, as drafted by the Administrator/Clerk/Treasurer, for all Village Funds for discussion by the Village Board as determined in the Budget Calendar. Police and Public Works draft departmental budgets will be reviewed by the respective committees.
D. The Committee shall, under direction of the Village Board, insure that each department stay within the budget guidelines set up and approved by the Village Board. The Committee shall review monthly budget printouts with the Village Treasurer.
E. To coordinate and recommend policy and procedure changes with the Administrator/Clerk/Treasurer to any the following:
- Compliance with accounting requirements
- Collection of taxes
- Collection of water and sewer revenues
- Vendors bills payment and signature verification
- Investment of extra monies in sound money markets
F. Recommend borrowing long and short term.
G. Prepare and recommend special assessment policies and schedules.
H. Advise board on related cost of projects, debt financing, and increases/reduction to taxes.
I. Review insurance needs for the Village as necessary and make recommendations to the Board.
J. Develop policies and procedures for approval of payroll and bills.
K. Review finalists and recommend to Village Board hiring of all other positions, as recommended by the Administrator/Clerk/Treasurer.
L. Review annual Financial Statements prior to Board approval.
M. Review annually a Capital Improvement Plan for approval of Village Board, as prepared by the Public Works Committee.
N. Review annually long-term financial management plans in June.
O. The Committee, at the direction of the Village Board shall investigate any matters relating to the Village of Belleville employees that cannot be resolved through Administrator/Clerk/Treasurer review.
P. The Committee oversees disciplinary actions for Department Supervisors as implemented by the Administrator/Clerk/Treasurer and stated in the Policy Manual.
Q. The Committee and Administrator/Clerk/Treasurer shall review and update the Policy Manual as needed. Changes should be reviewed by the Public Works Director, Police Chief and Librarian before adoption by Village Board.
R. Review Village Clerk’s Office Job Descriptions.

C. Committee Chair works in cooperation with the Administrator/Clerk/Treasurer regarding Clerk’s office employee disciplinary actions as stated in the Policy Manual.
D. Administrator/Clerk/Treasurer may impose oral or written warnings or reprimands on Department Supervisors as stated in the Policy Manual.
E. Committee Chair will initial all Clerks’ office bills after they are approved by the Village Administrator/Clerk/Treasurer

Police Committee (Standing)
Duties and Responsibilities of the Belleville Police Committee

D. Review work schedule and approve any major changes in duty schedules according to the policy and procedure manual.
E. The Police Chief shall verify all billings and payroll before approving for payment.

The Administrator/Clerk/Treasurer works in concurrence with the Police chief regarding employee disciplinary actions as stated in the Policy Manual, Belleville Police Department Policy and Administrative procedure guidelines, and/or any labor contract as appropriate. Disciplinary problems of departmental employees will be handled by the Department head, with the advice of the Administrator/Clerk/Treasurer. If not settled, the matter will be referred to the Police Committee for recommendation to the Village Board as appropriate.
VII. Records of the Police Committee
The committee shall keep on file with the village Administrator/Clerk/Treasurer a record of its proceedings.

Plan Commission
The Belleville Plan Commission has seven members, including citizens and trustees. It meets the second Wednesday of each month. Plan Commission oversees implementation of Belleville’s Master Plan. This plan contains recommendations for the future physical development of the Village and is an aid to the Plan Commission and the Village Board in the performance of their duties.
