Community Development Authority (CDA)

Under state law, the CDA has all powers, duties, and functions of a housing authority and redevelopment authority It acts as the agent of the Village in planning and carrying out community development programs and activities funded under the Federal Housing and Community Development Act of 1974 and other applicable law.

An Economic Development Strategy has been prepared as a working guide (see attached). The CDA may take the following actions, subject to review and prior approval by the Village Board:

  • Acquisition of land, buildings, or equipment
  • Sell, lease, encumber or retain and manage property acquired
  • Issuance of debt or ability to borrow funds
  • Invest funds
  • Hiring of staff/consultants
  • Expenditure of funds in excess of $5,000 and expenditure of any funds not designated in a CDA account
  • Exercise of eminent domain
  • Amendments, deletions, or additions to By-Laws
  • Preparation of a CDA budget
