Community Development Authority

Under state law, the CDA has all powers, duties, and functions of a housing authority and redevelopment authority. The CDA acts as the agent of the Village in planning and carrying out community development programs and activities funded under the Federal Housing and Community Development Act of 1974 and other applicable laws.

The CDA may take the following actions, subject to review and prior approval by the Village Board. 

  • Acquisition of land, buildings, or equipment
  • Sell, lease, encumber, or retain and manage property acquired
  • Issuance of debt or ability to borrow funds
  • Invest funds
  • Hiring of staff/consultants
  • Expenditure of funds in excess of $5,000 and expenditure of any funds not designated in a CDA account
  • Exercise of eminent domain
  • Amendments, deletions, or additions to By-Laws
  • Preparation of a CDA budget
